Presidential Election 2000 Position Paper

1. Dictate hand counts in entire states that have a margin of less than 5,000 votes between candidates
2. Determine handcounting procedure and use standard process across all states that will be re-counted (Note: machine counts are prone to error - for example, in two separate machine re-counts in one FLA county, each re-count provided a different count. Machine counts are even more prone to error when trying to count "punched" hole ballots - that's why many ballots didn't have a president selection - most likely because the hole wasn't completely punched out.)
3. Throw out all law suits - including butterfly ballot issue
4. Have each party agree to these terms & target a completion date for all hand counts so the American people know in advance when we will have a new President
5. On the date all handcounts are certified and all absentee ballots counted - candidate with most electoral votes wins - period.

For Campaign 2004:
1. Do away with butterfly ballots
2. Change electoral college process to match electoral votes to % of popular vote in a state - this is a fairer process that also enables 3rd party candidates to receive electoral votes
